Republicans are probably contemplating taxidermy, so they can wheel him out for proof once in a while. Wouldn't make much of a difference to his contributions to the US; in fact it might be a bit of an improvement.

There is more than a hint of Weekend at Bernie's about this. I think there is a deadline in August, and if they pass it then the state's governor doesn't appoint a new senator, as it is too close to the election. If he is declared dead or incapacitated now, then a new senator will be appointed. As the governer is a dem he would appoint a Democrat senator, and so they are saying McConnell is recovering when in fact he is brain-dead, allegedly. They will do anything to hold onto power.
