You seem to be missing the point.
Playing Lamela in the EL was fine as a way to slowly integrate him. But how does this fit in with playing him away to City for his first league start?
Do you think it was a similarly solid decision to give Ade his only minutes on the pitch away to City and then drop him again?
In and out of the team during a settling in period is fine. But how is giving him his first league start away to the best home team in the league helping him settle in? Tons of posters on here were hoping for a start for Lamela in a home game against a smaller club, that made sense. This is what I could see Wenger or Ferguson do. Starting him away to City and then dropping him makes no sense to me.
I can't think of a singe example where Wenger or Ferguson treated a player in a similar fashion, I might be wrong though.

It was similar with Lloris - EL and Cup games and then a tough full league debut away to Arsenal around a similar time to Lamela/City(iirc)
So up until that point (the City game) i don't think there's much to suggest any kind of ulterior motives with his handling of Lamela as there's a clear example of a similar situation the season prior which worked out ok in the end.

How can he reach his potential when he does not have a run of games? He needs to be playing week in and week out.

He's a kid remember, just moved to a totally alien culture and new way of working. These things can take time to adjust to. Just because he a highly paid footballer doesn't mean his performance can't be affected by other factors.
Let the guy settle, learn the new country and new ways of doing his job. This a 30m investment we talking about, and managing that investment properly is the key to its success.
