22 Chelsea players on loan. This means 22 players not available to their rivals.

I am in favour of loans for academy players but I think there should be some kind of rules about buying players and then sending them on loan to other teams. Ok Chelsea are not in ECL but potentially Essien helping Real Madrid beat rivals and then being unavailable for a RM-Chelsea is a bit iffy.
 
Max squad size of 25 players. Max three more out on loan, possibly allowing a few more U21s in addition to this.

Would put an end to the ridiculous use of the loan system by some teams. Would also make the rich teams having to think twice before splurging millions on players they don't really need, because they know if they reach the player limit, they'd have to sell before they buy.

It really doesn't have to be hard at all. Just requires balls from football's governing bodies.
 
If you're allowing more U21's then the big teams will just wander out and splurge large amount of money on the U21's they see with the potential to be world class and then loan them out.


They'd never allow you to limit the number of loans under 21 because we're supposed to be trying to grow far more home grown talent.
