Did you see the amount of England fans there? The semi-final was sold out, no tickets available. I know, I spent hours and hours trying to get them. Thousands and thousands of England fans were there. Unlike the France-Belgium semi-final where you could still buy tickets on the day.
The reason for England fans originally staying away was nothing to do with governmental boycotts and everything to do with concerns around Russian hooligans targetting England fans, after the trouble at Euro 2016.
And whilst I cannot speak for the players, I very, very much doubt that the prospect of watching Teresa May, Boris Johnson or Prince William dancing in the stands would have been any kind of lift for them. Quite the opposite I expect.

There is no way our government could send anyone to the World Cup in an official capacity as that would mean accepting official hospitality. Not possible.

There were even calls for the England team to boycott the World Cup. Traditionally England fans are one of the most fanatics around. But it was embarassing to see only few attending the World Cup and being outnumbered by Colombian fans when England played Colombia in the Round Of 16. Having fans in huge numbers would have really lifted England against Croatia especially when they could not lift their game once Croatia scored their goals.

we played 1 worldcup contender (belgium) and lost. we played 2 decent teams (colombia, croatia), and couldnt find a win.
scored 12 goals, of which 9 were set pieces. we dont have any good midfielders, so we decided to bypass the midefield and use harry kane as a peter crouch/heskey target man. we're basically the international version of stoke (minus the thuggery).
