Objectively, it is a free kick, but it's never given, so isn't common practice.

You have the same in law. Law can say one thing, but it's how it's practised by the courts that counts.

I'm sure if you put your effort into it, you could find a game in which Anthony Taylor has allowed much, much more time wasting from the goalkeeper without penalising it. Just add up the total time wasted and compare.
